Alvarado Doctor Who: The Unfolding Text iv. 147 The story of a society dominated by a rapacious ‘Big Brother’ who controls everybody’s movements by means of omni-present cameras, and keeps them timid with specially manufactured gas as he collects his oppressive taxes. A different SF coding was laid over these by director Pennant Roberts, who recast the dystopic themes visually and dramatically.
